Cant' see the plate, but if the catcher has the ball, and is blocking the plate.....OUT!!!! What was the call?

It was a close call, but Blue called her safe. The tag must have been too high.

Hard to say on that picture alone. Was it snapped just before or after a tag? If after, is the plate just behind or before the runner? Does the catcher even have the ball yet (I assume so...)?
