California High School rules (CIF) vs other States/Canada

Are the High School rules in other states and Canada different than California with regards to playing games etc.? Wondering if the Las Vegas tournament (14U) could have High School players from States other than California. It looks like there is a Canadian '94 team.

High School rules not only vary from state-to-state but also between sections. I believe in San Diego, players were not allowed to even practice with their travel teams during the high school season. Also, in some areas, softball is a spring sport instead of a fall sport. Therefore, the Las Vegas tournament could have been during the off season for players from some states.
