I posted some of this in the thread about pitchers using weights. DD started using the windmill last spring and since then has gone up about 6mph. But she also started a weight training program and grew some. If I had to allocate that 6mph between the various factors I would give 3mph to the windmill and 3mph to weights, growing, and practicing. I also can relate to your situation about having a DD who is smaller than the rest and the slowest pitcher on the team. As someone else posted, if you can hit your corners, spin the ball, and fool hitters you can be very effective.
