Can a player who has played championship tournaments with a 14U team also play for a 16U team at the Nationals? (Both ASA ball)

Can a player who has played championship tournaments with a 14U team also play for a 16U team at the Nationals? (Both ASA ball)

Only as a pick-up player and the 14U team has not qualified or is not going to attempt to qualify for a National Championship tournament.
