18a and gold player's playing down

this weekend at chino hill's 16u a couple team's had 18a and 18gold player's playing down one team had 5 or 6 18a and or 18gold player's in starting 9 what do ya thlnk :

Were they players within the same organization?? How do you know they
were playing "down"....Some teams (TNL) float players back and forth all the time.

What team was it and yes some teams have players that move around?
and yes some teams do move players around, from field, to bedroom, to court....who said that?
