Amount of time to deliver a pitch??

In ASA play, once the batter is set, or the umpire has signaled to the pitcher, make a pitch, how long does the pitcher have until a pitcher must pitch a ball??

Once she receives the ball, whether in the circle or not she has 20 seconds to deliver the next pitch ... Once she brings her hands together she has 10 seconds ... If she takes longer the Umpire can award a ball to the batter ... The batter has 10 seconds to get ready after the ball has been returned to the pitcher ... if she fails to do so the Umpire can award a strike to the pitcher ...

Is this rule ever enforced? I've seen it happen once or twice and was never enforced.

It is, but usually only as required in certain situations as a matter of game control.
