Just a quick question: Can a ASA Rec All Star B team play in a non ASA sanctioned sunday friendly and not have any sanctions put on them.

Really? As I stated in SoCal if a rec allstar team plays in a friendly against TB teams they are ineligible to compete in district or state tournaments.
I'm sure in some round about way there is some truth to your statement but as the question was posed "with no sanctions" would you care to elaborate on your response?

With the exception of Armed Forces teams as an exception for Championship Play and eligibility for the ASA Hall of Fame (all-star teams = All American selection), the term "all-star" is not mentioned in registration or eligibility for ASA play in the ASA Code.

Why would ASA care what happens outside ASA? As long as a team meets all requirements to be eligible to participate in Championship Play, why set absurd standards that pushes teams away?

Then again, you are referring to SoCal ASA, not the ASA

The team could continue to play ASA "A" ball, but they wouldn't be eligible to play "B" any longer.

This goes not only for teams, but for individual players. So if the rec stud SS plays with another team in an "A" event, she is no longer eligible to go back to her "B" team. (after a certain date, around March something?)

I think the key part of the OP question is "a non sanctioned ASA team". It is my understanding that an ASA B rec all star team can scrimmage against an ASA level travel ball team without any problem. From my experience... an ASA B rec team cannot play against any non-ASA sanctioned team. I think it has to do with insurance.

ASA B Rec All-Star vs A level T.B. = no

I am not sure if this is in the So Cal ASA Yellow book but if you ask one of the District Commissioners they can confirm.

This also goes the same for any rec league hosting a pre-district tournament. They are not allowed to have non-ASA leagues participate.

The OP specifically stated the event was non-ASA sanctioned. This sounds no different than an ASA team playing in an U-trip, NSA, PONY or whatever tournament.

I know insurance for individually ASA-registered players follow the player and are applicable to non-ASA events. Not sure about team insurance, but I can find no exlcusions based upon the event.

It was my understanding that as long as the All Star team roster did not change that it did not matter. I had a conversation with a SOCAL ASA commissioner on this the other day.

A team shall NOT participate with any other league or team that is not registered with
ASA.

So it doesn't indicate whether or not the tournament/games is/are sanctioned, but merely that the other teams are ASA registered. I would interpret this as, all teams participating in this 'tournament/friendly/scrimmage' must be registered with ASA.
