batter time out rule

I was commenting on the first post and the explanation the umpire gave- which you recapped rather nicely in your post right before mine.

In other words, I agree- saying that time WAS NOT granted and that IF the pitch had been delivered then NO PITCH would have been called just doesn't add up. If a pitch was delivered, you have to allow it and call it.

One plausible explanation, although not what was reported, albeit may have been what the umpire actually said (or meant without syaing it).

If the umpire would have (and intended to) honor the request for "Time", but simply pulled the trigger late, he should protect both sides by declaring a "no pitch". Even if belated in announcing (calling) it. Neither side should be disadvantaged by his delay.

That MAY have been what he meant.

Page 66 2010 rule book 4.06 (3) Little League Baseball

No manager, coach or player shall at any time, wheather on the bench or on the playing field or elsewhere:

(3) make any move calculated to cause the pitcher to commit an illegal pitch or a balk (in the JR/SR divisions).

Looks as if the judgement will be between the 2 will be decided by the umpire who actually makes the call?
