Maybe a "safe" signal when the throw hit the runner to let everyone know "That's nothing"?

I agree, there is NO call to make and the ball is still live UNLESS the "interference" was deemed intentional?
The runner may proceed at their own risk, foul or fair has NO bearing on this. (ie) What if this took place between 2nd & 3rd base? there would be no fair/foul to argue?
