In NFHS rules, the batter-runner is out if they stop on the way to first base.

No, a batter-runner is out if she moves backwards toward the plate, and only then if she does this to avoid or delay a tag. That requires a fielder with the ball either waiting to make a tag or attempting a tag. Just stopping isn't a rule violation.

If batter-runner does step back toward HP and is called out is this a dead ball or do other runners continue to advance at their own risk.

Dead ball; runners return to last base legally touched.

Can you quote or cite the verbiage where "legally touched" appears?? Seems to me that a base passed is still considered touched unless properly and timely appealed.

ASA 8.2H: runner(s) must return to the last base legally touched at the time of the interference.
