Shock, again, once a runner has passed a base, they are assumed to have touched it until properly appealed. If the batter/runner beats the throw to first, but does not step on the bag, they are safe until appealed by the defense. Merely having the foot on the bag at the time of the catch is not an appeal. The defense must specifically state that they are appealing the missed bag prior to the runner returning to it.

F3 catching a routine ball on a play attempt at 1st base with their foot on the bag is not an appeal. If the runner beat the throw to the bag, they are safe until F3 or someone in the infield appeals the play and F3 still has their foot on it, steps on it again or tags the runner off the base.

You know this section is titled "Umpire Corner" - if you guys want to come here and learn why not pay attention to the guys who not only STUDY the rules, but also study the proper mechanics?

C'mon! Would you expect a guy that uses the late, great George Carlin as his avatar to do anything other than question convention and authority! :D

PDad, despite what you might "think", your assumptions are wrong on this one. On this play at first base, umpires are instructed to call the runner safe, then watch for an appeal by the defense. The appeal must be "unmistakable", the defense must make it clear exactly what is being appealed and the appeal must be executed before the runner comes back and touches first base.

Tagging either the base or the runner while stating something to the effect of, "She missed the base", is what we are looking for. Otherwise, all you have is a fielder standing there holding the ball with her foot on the bag- which is exactly what she would be doing if she wasn't making an appeal! There needs to some action beyond that to make it clear an appeal is being made.
