I don't believe NewCoach is presenting a rule. He is only saying that is what his DD has been coached to do, which is probably a good point. I've had pitchers who have stopped their motion because they believe a batter has "called" time out, and I've had to slap them with an IP. I've never had it happen, but if a pitcher continued after I did call time, I don't think I would have a problem with it, other than it would require me to step out and declare a no pitch

As an aside, I wish coaches would not continue to think that the pitcher is required to "present" the ball. Yes, I seem to remember (perhaps falsely, since now I realize how ignorant of the rules players...and coaches ;) can be) when I was still playing Men's FP 20 years ago that it was required. However, since I started umpiring six or seven years ago, there is nothing in any rule book of which I am aware that a pitcher needs to "present" the ball.
