Or, they do want everyone to play by their rules, but also want the teams (and umpires) to register to acquire a copy of the rules.

there are technical ways to accomplish this nowadays. registrations/logins/passwds, etc.

(edit - a website can be used in lieu of distributable .pdf copies)
