Is there any rule against a Base Coach distracting a Defensive player?

Yes, 8-7-O, However the umpire must judge it to be intentional. Such as a pop up to F3 and he/she start yell miss it, miss it, miss it. Effect dead ball runner closes to home is out. Plus 4-7-C-3,4 where he/she should be warned and ejected if it continues.

Who has to notify the BU? Player or Coach or Either One?

Nobody - the umpire (either one) has to see it and judge that it is a violation.
