Team that was in the 1st base dugout had all their girls come over to the 3rd base side to be in the batters box.

Many of the USSSA tournies we have been in, the umpire have asked the on-deck batter to go to the side behind the hitter as a safety measure. For RH batter on-deck goes to 3B side. For LH batter on-deck goes to 1B side. Not a bad idea considering how many players I have seen hit by a foul in the on-deck circle. (Juan Encaricon of STL Cardinals had his career ended by a hit to head in the on-deck circle)

If it is that much of a concern, maybe they should stay behind the fence

Spazsdad, you nailed it. You're "on deck " to loosen up, and time the pitcher. Once you start changing rules based on the what if factor, you're heading down the road that little league baseball has followed.

It is allowed in NSA play, Rule 7-13-b.
The on-deck batter shall take a position within the lines of either on-deck circle without blocking the view of any manager or coach.
