Safety Bag on Leadoff?

If a the runner at 1st base leads off and then comes back to 1st base and then is standing completeley on the orange base (not in contact with white base at all) can she be tagged out?

In ASA and NFHS, no. After the initial play at first (on the batter runner), both the white and orange bases are treated as one giant 15x30" base.
