Does a pitcher need both feet touching the pitching rubber before she pitches?? (asa 2005 I read she did, or that is what I thought I read)

It should be noted that in FP, the contact of the pitcher's plate must be within the 24" of the PP. IOW, it cannot be off the end of the PP as they do in SP.
