Question: ASA rules, R1 on 3B with 2 outs. B2 hits ball to F6 and throw gets past 1B, run scores. Runner turns to 2B then retreats to 1B, F3 retrieves ball and tags B2 on appeal before B2 returns to 1B and is called out. Does run score?

You say tags B2 on appeal for what? If the tag was made because the batter/runner had rounded 1st and was off the bag, then the run would score. (This is not an appeal, it is simply a tag of a runner not in contact with a base.) Batter/runner safely reached 1st base and was tagged out after reaching safely. If the appeal you speak of was for the batter/runner missing 1st base, then the run would not score, batter/runner did not safely reach 1st base.

The appeal referred to, I assume, is the attempt toward second base on the overrun.

It goes against conventional wisdom, and I never personally liked that they've classified it this way, but ASA and NFHS (maybe others?) do call this "an appeal play".

Tried to get is changed a couple years ago, but no one took the change seriously and didn't want to be bothered.

A careful reading of the above will tell you that the correct ruling is that the run scores.
The reason being that the BR had touched first and the appealed out was for something that occurred afterwords.

Only if the appeal was for the batter/runner missing 1st base, would the run would not score, since batter/runner did not safely reach 1st base (for the third out).
