Hesitation Rule and a safety base

If the pitcher recieves the ball back in the circle and the baserunner is returning to 1B, the br steps onto the white part of 1b and then comes to a stop on the orange part of the safety base. Should the br be called out for not being on 1b.

After the initial play at 1st, the double base basically just becomes a single big base.

comp you may be correct in certain organizations, but in nsa if they back to orange bag they are in jeaprody of being put out.

I understand that once you cross the safety base, the orange basically does not exist anymore. So the runner should be called out for hesitation because she is technically not on 1B when the pitcher has the ball in the circle.

Have no idea about NSA, for FED, ASA and USSSA the double 1st base becomes one big base after the initial play.

This happened in a USFA 10u tournament. The ump warned us that the runner could be called out if she was on the orange and not the white.

Downloaded both the NSA and USFA rule books and did a search for double first, safet base, tag up, jeapordy etc and cant find anything in either rule book which would indicate the runner would be out if standing on the orange and not white base.

ASA rules say that once the batter runner is considered a runner, that runner can use either side of that base.
