I was under the impression that the only place chin straps are required is ASA...
There may be some I'm not familiar with, but I don't think straps are required in USSSA, USFA, NSA, NFHS, NCAA....

Yet it is defined as a "plate" in softball and baseball, at least, since 1936. ;)
