Is ASA 8-7-S (runner must keep in contact with base until pitcher release ball) only in force while the ball is live? Example: Baserunner returns to base after foul ball and then steps off base before ball becomes live. LBR explicitly says ball has to be live, but 8-7-S does not.

If the ball is dead, nothing can happen.

Blue should signal that play is live by pointing at pitcher or verbally indicating play has started. Once this has been done, then player is liable to be called out for leaving the base b4 the pitcher has released the ball.
