That is a regional thing; some places yes, some places no. In my (Atlanta) area, the top tier mostly stays together, working primarily ASA or unsanctioned events, but usually the other sanctions. The second tier buys the multiple uniforms and sanctions.
That said, when PGF only holds a few, or even one event a year, usually picks a weekend that competes head-to-head with ASA events, and generally doesn't know until the last minute how many teams, this how many umpires; well, it isn't easy to lock down the best umpires that are in demand. No matter how dedicated the UIC may be to getting the best, you sometimes will get whomever is still available.
