Batter hits a shot into RF that gets by F9. As she is rounding 1B she collides with F4. BU puts her arm out and BR continues. After BR turns past 3B about 10-15feet BU drops her arm. BR continues home but the ball beat her by about 3-5 feet. PU calls out by tag. Was this the proper time for the BU to drop her arm or should she have done it prior to reaching 3B, letting the coach know the runner was advancing at risk?

I'm a newbe Blue and an oldbe Coach ... but the mechanic of leaving the arm out is old ... now the blue puts the arm out and may drop it before the BR reaches the base that she is protected too ... if the Blue only had her protected to 2nd or 3rd base .. it does not matter how much she was thrown out by at the dish ... 6 ' or 60 ' ... out is out ... the blue has obstruction and when he/she sees OBS and decides at that time how far, in his judgement, the BR would have gotten if that OBS had not occured and that is how far she is protected ... beyond that there is no protection and the runners advance at their own risk ...

She should never hold her arm out that long. Long enough to let people know she had obs. I would say it should have been down by the time the runner rounded 2nd at the longest.

The coach should coach the game, not the violation.

The umpire is not required to hold up the arm the entire time, but may do so until s/he believes the participants had the opportunity to see it and then drop it.

The umpire needs to judge the base the runner would had attained safely had the OBS not occurred. If the runner passes that point, s/he has placed themself in jeopardy of being put out.

The player and the coach should know the rule well enough to know that she's got 100% protection between 1B & 2B in this situation and that it's a judgement call after that.

I can't imagine either the player or the coach were confused about where the contact occurred so worrying about when the ump dropped their arm is secondary.
