10 Second Rule(pitching)

Rule question? Get it answered here.

I know someone out there knows this rule inside and out.(meaning, please don't make me look it up :D )
Does the 10 second rule start when the pitcher receives the ball? Or does the clock start when she steps on the rubber?

Is this just an ASA Rule? Does TCS have the same rule?

All you wonderful heybucket geniuses!! Help a mamma out I'm arguing with
a 10 year old :)

ASA has a 20 second rule. The pitcher has 20 seconds to deliver the pitch after receiving the ball. The batter has 10 seconds to take their place in the batters box. TCS basically follows ASA rules so would be the same in TCS.

That's no way to talk about her father...

Also, the pitcher's hands can't be together for more than 10 seconds after they come together on the pitcher's plate.

I'm so sad right now! I was so sure that the time started when she step on the rubber. Thank you!
I guess I better practice saying "No I am not smarter than a 4th grader" lol
