Please clarify....where was R1 when ball was initially touched by F4?
On or off of base?

No, I don't think so. Anytime a runner is advancing during a live ball period, they are in jeopardy of being put out.
Now, you may have meant "without liability to be put out on appeal for leaving the base early".
