A slap hitter attempts to hit a pitch, fouls the ball off but steps on the plate, is she out or just a foul ball?

OUT if she's touching the plate at time of bat/ball collision.
ASA: 7.6 THE BATTER IS OUT. E. When any part of a foot is touching home plate at the time the ball makes contact with the bat.

If the batter's foot is touching the plate when the bat and ball make contact, dead ball and the batter is out.
