2-person mechanics question

NCAA but could be other associations as well.

R1 on 2nd; R2 on 1st. Base ump in C position. Both R's start to steal and are caught between the bases(Batter struck out). As plate Ump I initially broke towards 3rd(about half way) in case the first throw was to 1st base. Both runners are dancing..Pitcher now has ball but not in circle..finally, R's try to advance to next base, throw goes to third, R1 is ruled safe(base ump made call); in the mean time R2 tried to return to 1st base and the ensuing throw goes across the diamond. Both umps were basically out of position to make call at 1st(she was safe). Question is, whats the right mechanic? Was being evaluated and even the evaluator wasn't exactly sure how we could have handled.

Speaking ASA

R1 at 3B is PUs. All other runners belong to BU. Yes, the BU is that far away, but so what? The PU is responsible for the plate and if PU gets tied up with a call at 1B how far away is the BU to that play?

The call at home is more important than a throw-back to 1B.
