Why do conference rivals play in the first round of States?

This blows my mind every year. It seems crazy that conference rivals should play each other in the first two rounds of the state playoffs.

case in point:

FCIAC (Fairfield County Interscholastic Athletic Conference)

of 15 class L teams- 13 qualified for states

6 teams faced another FCIAC team in the first round- effectively knocking out three FIAC teams in the first round

Danbury vs Ridgefield

Westhill vs Fairfield Warde

Norwalk vs Trumbull

and Fairfield Ludlowe has to play Norwalk in round two. There needs to be some system that will have that conference teams do not play each other until at least the second round
