I think on average the 5 innings is the perfect solution.Because like you said the more even the teams there will be balance.I made it the championship game were no time limit and I will say the whole game changes.

5 was an arbitrary number of innings, just as any time limit you may choose to go with. But at least there, a definitive end to a game.
My own pet peeve is drop dead time limits. But if you're going to assign a time limit to a game then you can't call it cheating when a coach works the clock.

USFA, I do not understand your statement,

Determining how much to shorten the time limit would take some trial and error, but the second statement make no sense. If as a coach I know that the other team will get a final at bat there is no way I am going to stall, I am going to score as many runs as possible to make sure I have a cushion to withstand whatever they might put up in their last at bat. After the shortened time limit you play one full inning both teams get another at bat unless the home team is ahead. If anything it promotes the opposite of stalling, no coach would take their foot off of the gas when the other team has a chance to pass them.

Mark it is still a judgment call on our Directors part. I personally kick 5 10U teams to the “A” World Series last Year. I also heard that a 10U team that played in out “B” won the ASA “A” State. Shame on them for playing in our “B” State. We are watching closer this year and covet a better way to classify teams. If anyone has any ideas feel free to email me or post here.
