Basically my understanding is that since this became a premier qualifier, the PGF required every girl to be PGF registered and for the teams to have PGF insurance. The girls registration is $13 per kid. Then the insurance for the team. That was roughly an extra $200 for each team. Add to that entry fee and ump fees and you are talking quite a bit of cash...
Many teams had no desire to attend PGF and would have likely opted out of playing entirely, so in order to accomodate everyone, the teams interested in the birth to PGF are in one bracket and had to register their teams with PGF. The remainder were put in the Shootout bracket which I assume will play under ASA rules as it has before.
Now if they would just post the times and fields the world would be a good place...
