I don't think you can classify all the out of state teams as terrible.
The Nevada teams actually won quite a few games, and hung tough in some others vs the top teams. For a small state who just started their season a few weeks ago they actually did pretty well. They have trouble vs the top California teams but compared to the rest of the states out there they are pretty competitive. Not elite- but not terrible either.

Foothill did a nice job but they were in the only group without an elite CA team. You are probably correct that for where they are in the softball matrix some of the visitors did pretty well. But this tournament was being put forth as an elite tournament and there weren't that many elite teams.
