Did ya actually read the Snopes link you provided? It was originally issued on Sept. 1st, 2001. Reissued in 2002, 2006, 2007, 2008 & 2009. The Presidents also do not issue directives for stamps.

I will play devil's advocate on this one Uno, even though I know it's not the case.
You want one of them in some way, so you will have their knowledge, or mind set.
They do not teach latin or arabic in our schools so how are you going to get the intel.??
As evil as I am, I would recommend arabic or farsea as a second language so we can know what they are up to.
