Waste water?? Not that desperate. You haven't seen my neighbors.
The California way will be to have water police, that go into your house and check for water waste. Like if you removed the water restricter caskets from you shower heads, or if you don't use a front end washer which don't clean your clothes nearly as well as a top end. If you don't comply, fine you, tax you, arrest you, then label you as a mother earth hater.

There is quite a bit of water reclamation, although most of it is used for watering parks and golf courses. Fountain Valley (neighboring city to Huntington Beach) has a plant that uses its treated water to replenish its underground water supply.
