Once Nationals are over, teams hold tryouts for fall. Obviously, many players are contacted by teams (other than the one they have been on) with an invitation to tryout. Once the fall season starts, the vast majority of coaches respect the fact that the player is commited to a team. After fall season is over, most teams have another tryout, and the process repeats.
I think most people would consider it perfectly legitimate to contact any player during the off-season. And I think the vast majority - though definitely not all - have the integrity NOT to initiate contact during a season of play, be it fall or summer.

I find your claim about promises made to you to be extremely dubious. . . .But congratulations on signing up for the board in order to tell us with your first post that you don't have a problem with your daughter being recruited (necessarily). But as a concerned observer you are worried about the future of the NorCal softball landscape. You're obviously a noble humanitarian, and you'll probably be going to Sweden on the King's money one year soon.
But to answer what I consider to be your extremely insincere question: I think tryouts to make a team are EXACTLY what travel ball should "be." I am missing your point, or missing a segue or something, since you say on one hand your daughter has been offered a spot on a team and doesn't need to tryout. But whatever.
This isn't recball. Teams aren't formed based on geography, or a draft, or something like that. Players are recruited, constantly. NO player is committed to a team - or vice versa - past the single season (fall or summer) for which fees have been paid. It is completely legitimate to contact them in the off-season.
