It gives the kids a chance to play a 7 inning game. One problem I have with tournament ball is time limits where younger kids are routinely playing 4 and 5 inning games. 75 minute games aren't long enough.
As far as haves and have nots I don't think it's a big mystery. Teams with good pitching tend to make the playoffs.

High School ball is good for real game practice, that's about it.

Depends on the area.... the League (Schools & their teams) as well as non league games...
My daughter is playing Div 1, North Coast Section:

They will be playing 4 teams that were ranked (last year) within the top 250 of over 6k schools in the country:
Amador (1 or 2 in Country & State)
Alhambra (49/16 Country/State)
Granada (190/49 Country/State)
Foothill (258/62 Country/State).
However, that was for 14-15 & this is a whole new year/teams.
