What are the rules (if any) of a College player attending a game and talking to player(s) from their fomer HS to recruit for their current college?

NCAA recruiting rules vary by division and you didn't say which one. They're covered in each division's manual, which can be downloaded for free from the NCAA web site. You can also ask a player because they usually receive extensive training on them.
