NFHS Pitcher with both feet on pitch plate

In NFHS must the pitcher start with both feet contacting Pitch Plate before starting the pitch.
Are there any rule sets that allow a pitcher to just have 1 foot in contact when the pitch starts?

Under NFHS rules, a pitcher can start with the stride foot back off the pitching plate, or can step back prior to the hands coming together. Once the hands have been brought together, all motion must be forward.
