I personally dont think rosters should be used in Fall, as too many times we are missing players for various reasons and borrow sometimes from teams in our own org. or from teams from outside the org.
We used rosters to determine eligibility and to help stop incidents as described above. Check out the rules for the AA's Toys for Tots Tournament. Specifically calls out that a player can only play on one team and has to be on the roster. I think this is more common than you think.
Also, right out of the rules for the Brenda Marsh tourney:
Protests-
All protests must be made in accordance with ASA rules. The game officials and the Tournament Director or his/her duly appointed Assistant will handle protests immediately on site.
Eligibility- Eligible players must:
A. Be listed on the roster.B. Meet age classification requirements for 2012
C. Meet ASA qualifications.
If there is an eligibility protest, the team manager must show proof of all the above requirements including proof of age of the player in question or the player may be declared ineligible. The game will be forfeited by the team under protest and the player may not participate in any further games until proof of protest are clarified
