That varies by state. California is very easy to get residency in (or so I've been led to believe). Washington is easy too. Michigan is impossible, since the presumption is that you are there for school only and intend to leave once finished.

Would it help to get a new driver's license and register to vote at your school address? Or does the school go by the state the parents live in, because they are claiming DD on their tax return?

The student can register to vote where their school is and not be a resident ... that was hotly contested in our area because we have a large christian university in the area that tries to cram their agenda down the throats of the region .... as far as a drivers license ... they would have to prove residency first not visa versa ... also, if your student is on your insurance policy , you would have to get another policy written I believe ... and as Tucson pointed out theres the tax thing ... if they live in another state they aren't in your household ... I have seen in this area, people from out of state who buy houses locally ... some even move to this area following their student to school ... seems a little bit kindergarten-ish to me, but ....

We still need someone to chim in whether this 'waiver' of out of state tuition would violate D3 NCAA regs. for a student/athlete ?

I would think that it would be considered a work-around to the scholly # limit, and the NCAA wouldn't allow it.

I've wondered if an in-state recruit and an out-of-state recruit counted the same towards the scholarship limit, I assume they do. If this was allowed, public schools could have a big advantage over private schools, since the difference from out of state to in state tuition in public schools is usually considerable.

I thought every athletic scholarship offered to an out-of-state athlete involved waiving-out-state tuition? Why wouldn't a university waive it as part of the scholarship offer. . . it doesn't really cost them anything.

I don't think a student can get in-state tuition unless the parents chose not to claim them on their income tax as a deduction.

An out of state D1 school waived the out of state tuition on a softball scholarship for my daughter.

From my understanding any NCAA Division I and Division II 'Grant-In-Aid' has to be counted against the athletic scholarship which would include in this case the out-of-state tuition fee waiver. NCAA Division III does not have that stipulation since they do not in fact have any athletic scholarships.
