I don't have a problem with PGF rounding out their tournament with a few at-large berths. Who wants a bracket loaded with byes? because the number of teams is goofy.

So you are saying filling in a 140 team tournament with 25 teams is the same as filling in a 70 team tournament with 6 berths?
The "act" is the same. The severity is different.

That should tell you they do the same thing, just one is worserer.
Even so, you know that if someone is doing something "less worserer," they are thus doing it "betterer."

If I were running PGF I would fill out the tournament to about 60-70 teams. So, yes, both proper and ethical.
Only way I can conceive of this not being ethical is that the a more deserving team was passed over. I have not seen that case being made, just generalities and trolling.
