It was started under Reagan as a "Lifeline" program for the poor in case of emergencies. It expanded under Clinton, and in 2008 cell phones were introduced, and usage went from 7.1 million to 12.5 million.
It is paid for by the "Lifeline" fee you can find on your monthly phone bill. It is classic redistribution - those who have paying for those who have not (but do now).
It isn't an Obama originated program, but he does little or nothing to dissuade those that believe it is from voting for him.
Food stamps also expanded more than 50% under Obama, likely due to the easing of Workfare requirements, which were included under Clinton's Welfare reform.
There are all kinds of goods and services available, with no end in sight. It is surely the best time in history to be poor and / or unemployed. There is now a greater stigma attached to success than there is to being on welfare.
America has gone a long way toward creating a permanent welfare underclass.
