Apparently makes it incumbent on business owners to speak all languages, and open to discrimination lawsuits if they have difficulty serving customers who make their requests in Swahili!
wtf?? The LAUSD spends gazillions teaching ESL (English as a Second Language) courses... with laws like this, what's the point?
